Board of Directors

The Board of Bedford Main Street consists of Bedford property owners, residents, and downtown merchants. We have 14 acting Board members, a Town Council liaison, and a permanent member in the Bedford Town Manager.  Our Board meets on the first Tuesday of the month at 5:30 PM in the conference room of the Municipal Building. These meetings are open to the public! Please feel free to reach out to us with your questions and ideas. We look forward to hearing from you!

 Jim MessierJim Messier, President

He came back to the Main Street Board for the third time in 30 years. Was involved with the promotions committee when it was the Centertown Association and was board president when Centertown was absorbed by Main Street Inc. President and Owner of Arthur’s Jewelry since 1992, the same store he has worked in since he was 15 years old. He is married to Cindy Gunnoe with three children. Jim has lived in Bedford since 1974. Jim has a true love of Bedford, having served on numerous volunteer boards through the years.

Mary Grace Franchi, MBA is the Business Manager at WVTF Public Radio/RADIO IQ.  She lives with her husband in Thaxton and is looking forward to bringing her many years of professional experience to help improve the economic development within Bedford Main Street.

She is the Business Programs Coordinator for the Bedford County Office of Economic Development. She has been a resident of Bedford County most of her life, and looks forward to utilizing her background in communications as well as her experience in economic development to help revitalize Centertown Bedford.

He is a Project Manager for Custom Structures, General Manager of Structure Foundation Solutions, and Partnership with Maestria Investments, LLC. He and his family and I are residents of the town. He wishes to bring knowledge of design and the importance of historical preservation to Main Street as well as helping grow economic opportunities.

She is a founding member of Little Town Players, currently serving as President. She is actively involved in Bedford Main Street and loves interacting with local business owners. Her hope is to bring more businesses and entertainment opportunities to the town of Bedford.

Linda and husband Rob opened Needful Things Antiques on N. Bridge Street in March of 2015. The store offers all types of antiques from large furniture to hat pins and is the only independently owed antique store in this area. Linda is a 14 year Bedford County resident along with 2 sons, Robert and John. We have a farm in the county with cows and horses.


toddTodd Foreman

Todd Foreman is a 19 year veteran of the Bedford Police Department, and has served as the Chief since 2014. He is a graduated from Liberty University in 2009 with a Bachelor of Science in Multidisciplinary Studies. Shortly after being appointed Chief of Police in 2014 he graduated with a Master of Arts degree. Foreman is also a graduate of the FBI National Academy in 2009  and the Professional Executive Leadership School sponsored by the University of Richmond in 2013.

Diane was born and reared in the Radford, Va area, but Bedford is the home of her family’s roots.  She and her husband, Tom, opened the Inn on Avenel Bed and Breakfast 16 years ago still loving it. Diane tries very hard to give back to town by volunteering and with 11 years of Main Street program experience, still wants to remain active in every way.

Sara Smith, Executive Director

Sara joined Bedford Main Street as the Executive Director in October 2015. She has 15 years of experience working for national, state, and local non-profit organizations in the areas of governance, fund development, strategic planning, and communications. She believes that with intentional partnership between local businesses, community stakeholders, government liaisons, and residents, Bedford will experience continued revitalization; developing strong economic opportunities and preserving the town’s historical value as a true Main Street community.
